NABARD vide their letter under reference communicated that Government
of India has ear marked Tourism as a potential employment generation
area for focused development in the Xth Five Year Plan. NABARD advised
that all activities forming part of the Rural Tourism and Agri Tourism
will be eligible for refinance assistance from NABARD under NFS. The
meeting of the Board of Directors held on 23/12/2005 has resolved
to implement the scheme for financing Rural Tourism under NFS through
PCARD Banks. An illustrative list of activities related to Tourism
which can be financed is given in the annexure. Sd/-

Sir/ Madam Sub: Scheme for assistance to fishermen for conversion of Out Board Engine with LPG kit- implementation permitted-reg. Ref: Letter no. NB (Kerala) ICD/8047/4F/ 2005-06 dtd.17-01-06 from NABARD. As per reference letter cited, NABARD has allowed automatic refinance for the financing under conversion of Out Board Engines with LPG run engine. We are enclosing guide lines for the implementation of the same by the eligible PCARD Banks. You may take utmost care and closely monitor the implementation of the scheme by the PCARD Banks in your region. Please note that the regional office has more responsibility in implementing this scheme, as it is anew area of lending. Before implementation, you may discuss with the concerned, so that, there will not be any problem for loan recovery. Ground Water Resources Evaluation (16/02/2006)
Sub: State Ground Water Resources Evaluation List of Dark and Grey Blocks reg. Ref:NB (Kerala) TSD/743/MI.5/2005-06 dt. 28-12-2005 The Ground Water Resources Evaluation for all the Districts of the State of Kerala, is periodically undertaken jointly by the State Ground Water Department and the Central Ground Water Board. The latest ground water resources evaluation and updation has been carried out during March, 2004 on the basis of block as a unit. NABARD vide reference cited has forwarded the list of Dark and Grey Blocks and the Board meeting held on 13-01-2006 resolved to instruct the PCARDBs and Regional Offices regarding lending under Minor Irrigation Scheme in these blocks and a brief note is forwarded herewith for the information and guidance of field level officials. The new nomenclature for the categorization of blocks is as follows: a) Safe (White) : The Stage of ground water development
less than 70%. Out of 151 blocks, 5 blocks are categorized as over-exploited, 15 as critical, 30 as semi critical and 101 as safe. The over exploited blocks, have been notified by the State Ground Water Authority vide its Extra Ordinary Gazette Notification as Notified Areas and they are listed below. Name of the Block Name of the District In the Notified areas, no individual and/or agency, is expected to undertake any ground water based activity, which will entail additional ground water draft. Institutional Credit for financing of Drip and sprinkler sets, underground pipelines and replacement of pump sets (without increasing the H.P) only are allowed. Any fresh ground water structures such as open well, filter point, bore well, tube well, etc, cannot be financed. Increase in HP of the pumpsets or the change in type of Pumpsets under the programme of replacement, deepening of existing wells or replacement of defunct wells cannot be allowed. In case, any such activity is proposed, the necessary written permission from the State Ground water Authority is required. The generalized district wise information on ground water resources potential, List of Critical and Over Exploited Blocks and the areas showing significant ground water decline are provided as Annexures-1, II & III respectively.
