Computerisation of KSCARDB & PCARDBSs

The Board of Directors of the KSCARDB, at it’s meeting on 24/09/1996 has decided to computerize various activities of the Bank. Accordingly we have entered into an agreement with M/S CMC Ltd. (then Govt. of India undertaking), on 27/02/1997 amounting Rs. 43.00 lakhs, for development of following, 12 application soft wares (as detailed below), covering the entire operations of the Apex and Primary Banks in the State.

But we have not covered the Accounting function of PCARDBs (Financial Accounting System), under the above agreement for soft ware development. Hence the FAS-PADB soft ware development work has also been entrusted subsequently, to M/S CMC Ltd., as decided by the Board of Directors of this Bank at it’s meeting on 29/08/2000, for an amount of Rs. 7.00 lakhs. This ‘FAS-PCARDB’ soft ware developed by M/S CMC Ltd., has been installed at the HO of the Bank, for live testing by the members of core-team including PCARDB staff and KSCARD Bank staff, since 13/06/2001.

Thus the following application soft ware modules developed by M/S CMC Ltd., are ready and made available for replication to all the left out sites of ROs and PCARDBs, since 1 November 2001.

Expert Committee or Computerisation formed
The Board of Directors of the Bank at it’s meeting on 4/11/1998, have constituted a separate Purchase committee to do the technical and commercial evaluation on computerization of the Bank, by including 5 experts from the State and Central Government.

Common Application Software Developed for Adoption
Considering the NABARD/RBI Guide lines on Computerization by ARDBs, the Board of Directors of the Bank at it’s meeting on 10/01/01, has decided the following:

  • To insist, the adoption of ‘Common application soft wares’, developed by Apex Bank by all PCARDBs.
  • To do the modifications and development of common application soft wares by the Apex Bank, and
  • To advise already computerized PCARDBs, to switch over to the common application soft wares. 

Application Softwares Developed by CMC Ltd
The application soft ware is developed under Windows NT operating System, using Oracle RDBMS as database and Visual Basic as front end. Reports are generated using the Seagate Crystal Reports for easier access to stored information.

The main benefits of the application soft wares include the following;

  • Better control over the Funds Management and other process.
  • Decision support system for higher management.
  • Significant reduction in Manual Register Maintenance.
  • Elimination of duplicate and inconsistent record keeping.
  • MIS Reports and Queries for easy and faster access to information. 

Relative Merits of the Application Softwares
The common application soft ware developed and made available to all the affiliated PCARDBs on free of cost by the Apex Bank have got the following relative merits over others:

  • Data integrity due to single point entry.
  • Latest available Technical Platform is used.
  • Ensures data security and concurrent user management facility.
  • The front screens are based on GUI technology & all the input devices are supported.
  • The client Server Architecture adopted enables to add any number of Nodes in future.
  • The System Administration module facilitates to allocate roles to different users.
  • The data transfer module replaces the process of sending/ receiving Statements at all levels.

The Purchase/Technical Committee constituted by the Board of Directors of the Bank, at it’s meeting makes periodical review and recommendation to the Bank on the Computer hard ware configuration/ requirement. Data Entry Operators & System Administrators on Contract Basis
  1. Back Data Entry Operations:
    1. Pilot Site- The Board of Directors has entrusted the initial work of Back Data entry operation required at the Pilot sites of Computerisation to the LBS (A Government of Kerala Undertaking) at Trivandrum and Cochin.
    2. Other Sites - (a) RO’s - The Back Data Entry is made by the Bank Staff it self.
                              (b) PADB’s - By the Local Data entry operators & Bank Staff, as per the requirements of the PADB’s; on per record rate basis. The Apex bank has also proposed to consider the cost for engaging outside Back Data entry operators likely to engage by PCARDBs, so as to complete the pending Back log data within 30/4/03, for reimbursement. 
  2. System Administrators:
    The “Technical/Selection Committee”, constituted by the Board of Directors has selected 11 SA’s on Contract Basis for HO and RO’s to assist the System users/Staff of the Bank at various Levels. The Selection Committee, constituted by the Board of Directors of the Bank, includes 5 experts from the State and Central Government, in addition to the Managing Director and one of the Directors from the Board of the Apex Bank.

    Now 11 System Administrators, qualified in DAC course of C-DAC conducted by ER&DCI are selected and placed at the different RO’s and HO of the Bank, on contract Basis.
KSCARDB’s Interest Free Loan to PCARDBs - For Computerisation

As decided by the Board of Directors at its meeting on 28/04/1999, the PCARDBs will be provided with interest free loan for the Computer Hard ware purchases, in addition to the free ‘Common application soft wares’, and the initial ‘Facility Management Service’ support required by PCARDBs for the replication of Common Application software. The interest free loan will be eligible for the Computer Hardware purchases made by PCARDBs, as per configuration prescribed by the KSCARDB. This loan should be repaid in five annual installments. This loan assistance will also be eligible for the up gradation of already purchased computers by the PCARDBs, as per the configuration fixed by the Apex Bank. 

NABARD CDF Assistance (For Computerisation) to the Bank

The NABARD Mumbai office has sanctioned an amount of Rs: 53.24 Lakhs based on their PPU Norms, towards the assistance for computerization of the Bank, from CDF of NABARD, as against our actual Computerization Project Cost of Rs. 736.97 Lakhs. The present/initial NABARD sanction is for 54 PPU of 13 RO’s and 41 PADB’s. Out of the sanction of Rs 53.24 Lakhs, Rs: 31.94 Lakhs (60%) will be in the form of grant and Rs: 21.30 Lakhs (40%) as interest Free Loan, repayable in 5 years. The individual CDF Claims for each site is being taken up with NABARD for release of assistance sanctioned, with the relevant support Documents as per the terms of NABARD sanction. 

Computer Training to KSCARDB & PCARDB Staff

1) Computer Awareness/Fundamental Training to all Users
The KSCARDB has approved a suitable syllabus for the computer awareness training required to be provided to all the computer users/Staff of the bank (Apex & Primaries) and arranged the training initially at Institute of Cooperative Management, Poojappara and at KELTRON, Cochin. Subsequently the Board of Directors of this Bank has resolved to set up a Computer Training Cell attached to the ‘Staff Training Center’, of the Bank at Cochin for conducting the Computer Training to the Bank Staff, with the Qualified Faculty support from out side. Accordingly we have conducted Computer Awareness Training (6 Days) at STC Cochin with the Faculty Support & Study materials from APTECT and ER& DCI. The Computer Awareness Training to all the untrained staff of KSCARDB and PCARDBs are being held at the ‘STC Cochin’ during this year (2003-04) as well.

2) Special Training in ‘SA/DBA’ to Bank Staff
Selected 60 Staff members of KSCARDB were provided with specialized training in System Administration/ Data Base Administration, so as to entrust the duties of SA/DBA at HO & RO’s, to the Bank Staff. This Training program was conducted with the faculty & Study material support of ER& DCI and had in-depth Training in Networking and Data Base Administration. This Training has been given in 4 levels of 6 days, 9 days, 14 days& 6 days each, as per the Syllabus suggested by the Experts in the Technical/Purchase Committee constituted by the Board (for the Computerization of the Bank). We have also screened the Candidates at two levels from the above training based on the Performance evaluation made by ER&DCI and the work of System Administration/Data Base Administration at Regional Offices and HO of the Bank has been entrusted to selected candidates/bank staff, as per the Board decision of the Bank on experimental basis. 

3) Computer Lab set up for training at ‘STC Cochin’
A full-furnished computer lab was setup at STC of the Bank at Cochin for providing required Computer training to the Bank Staff. The Lab has a real work environment with a server with ten Nodes, multimedia projector and Internet facility. 

Phase I - Pilot Site Computerisation: [Since January 1999]

The pilot site computerization programme of the Bank covered the HO of the Bank, RO Ernakulam, 3 PCARDBs, and its 5 branches in the region. The testing of the application soft wares developed by the contractor/M/S CMC Ltd., (then Govt. of India undertaking), has commenced at the pilot site during January 1999. The final demonstration of the application soft wares developed by M/S CMC Ltd, with live data have been done during August 2000 at Ernakulam RO and HO of the Bank. 

More over the Hardware up-gradation warranted; from One PC per site(of PCARDB HO/BO) to LAN, with one Server and three Nodes, based on the testing at pilot site, has been considered by the Experts in the Technical/Purchase Committee for adoption at all PBO sites. 


Phase II - Replication of Application Software: [Since 1 November 2001]

The Board of Directors of the Bank at it’s meeting on 22/06/2000, has decided to engage/seek, out- side technical support for the ‘Replication of application soft ware/expansion of computerization’, to the left out 13 Regional Offices, 41 PCARDBs and its 48 Branches in the State. 0n the basis of the recommendation of the Purchase/ technical committee (for Computer Hard Ware); the Board of Directors of the Bank at it’s meeting on 29/08/2000, resolved to engage 4 Computer Personal initially for on-site support/ Facility Management Support (FMS), for the replication /installation of application soft ware and training our users/staff at Regional Offices and PCARDBs for an amount of Rs. 17.04 lakhs. 

The phase II of the Bank’s computerization programme commenced on 1st November 2001, from the three northern Regions, viz. Kasaragod , Kannur and Wyanad. The computerization of the Bank on adopting the ‘Common Application Software’ is being done jointly with all the PCARDBs in the respective region. 

As per the original/tentative Replication plan, the remaining 13 Regional offices, 41 PCARDBs and its all Branches need be covered /computerized on or before 30 October 2002.. But due to the slow progress in Purchase of Computer Hard ware, installation of System Soft ware, Back Data entry/Data porting, Checking of Data entered/ported for ensuring its correctness etc., by the PCARDBs; the Board of Directors of the Bank has further extended the FMS service of M/S CMC Ltd. 

The Replication/Expansion plan of computerization by adopting the ‘Common Application software’, includes the following functions:
  1. Locate Data preparation staff.
  2. Installation of Back Data Screen at all sites, including system software’s.
  3. Installation of FAS-RO Module at Regional Office & Training to Staff at RO.
  4. Data sheet filling training (for Member, Loans & Share) to PCARDB Staff.
  5. Up gradation of computer HWs by PCARDBs at all sites. 
  6. Data sheet filling/checking by PCARDBs.
  7. Application SW (LMS & LRS Modules) installation at PCARDBs.
  8. Application SW training to all Users at PCARDBs.
  9. Back data porting/ migration by already computerized PCARDBs.
  10. Locate Data entry operators (Outside/Bank), by PCARDBs.
  11. Locate Bank’s own SA/EDP for each site by PCARDBs.
  12. Data entry by PCARD Bank staff/ DEOr.
  13. Data entry checking/approval by PCARDB Staff (Both the Entered and Ported Data).
  14. Locate Application SW users at all sites by PCARDBs and RO.
  15. Entry of current collection and the use of the system by authorized users at all sites.
  16. Back Data consolidation & Demand Generation by PCARDBs.
  17. Installation of PBO-FAS Module and Training to Staff at PCARDBs.
  18. Back Data preparation under LMS & LRS RO Modules and Accrued interest calculation. 
  19. Data Transfer and Report generation at PBO & PHO Level.

Progress in Computerisation (As on 1st August 2005):

The computerization of  11 Regions (Viz.Pathanamthitta,Kottayam,Alappuzha,Ernakulam,Thrissur,Malappuram, Kozhikkode,Palakkad,Kannur,Kasaragod and Wayanadu) covering 33 PCARDBs and its 37 Branches have reached Online as on date on adopting the ‘Common Application Software’.

The System is expected to reach online at the remaining 3 Regions;( viz., Trivandrum,Kollam,Idukki) covering 11 PCARDBs and its 16 Branches, by 30/08/2005, provided the PCARDBs concerned take positive and time bound action for the purchase and installation of required Computer Hardware and System Software,Backdata entry/Data Porting,Checking of data entered/ported; for ensuring its correctness etc.Out of the above 11 PCARDBs 4 PCARDBs have subsequently reached online.
